Child Protection Policy

1. Background

Children are considered under the age of 18 in Nepal. Children in Nepal are at risk; particularly those who are living in poverty are at the greatest risk of wide range/form of abuse and exploitation including child prostitution, child trafficking, domestic violence, child labor, and the absence of juvenile justice system. Children experience abuse and exploitation in their supports and communities, and in organization which provide supports and services. Therefore, Asta-Ja RDC Nepal is dedicated to protect and promote children rights and safeguard adopting national and international rules and regulations.


2. Objectives​

a. To accept/support children safe and friendly projects and programs.

b. To ensure that the supports provided to children are indiscriminate (unbiased) due to their gender, religion, politics, family background, caste, economy, physical/mental health and/or any criminal background.

c. To ensure that the capture and use of children's photos meet the minimum standards.

d. To ensure that the detailed personal information will not be disclosed with their photographs.

e. To ensure that all the information and image capturing should take a prior consent from them or from their parents.


3. Policy Implementation

a. All the newly recruited staff of Asta-Ja RDC Nepal is informed about their job duties, roles and responsibilities to ensure human and children rights.

b. A child protection complaint mechanism will be developed and implemented to hear the voice of children through staff.

c. Asta-Ja RDC Nepal commits not to use any sort of child labor in its any projects or programs.

d. The children's code of conduct will be strictly adopted by Asta-Ja RDC and its sister/partner organizations.

​e. Policy will be regularly reviewed and revised and submitted to Asta-Ja RDC Central Executive Body for further review and approval.


4. Code of Conduct

a. In case of any abuse and exploitation by its staff (employee) and volunteers, a legal action will be taken corresponding to their local legal and social situation.

b. Any sexual activities in any form with children as well as child labor are strictly prohibited.

c. No money, employment, goods, assistance and/or services will be exchanged with sex and sexual activities. It is strictly prohibited in Asta-Ja RDC Nepal.

d. When the employee (staff) and volunteers find anything as mentioned above, he/she should report immediately following the complaint mechanism of Asta-Ja RDC.

e. All the staff (employee) and volunteers of Asta-Ja RDC and its siter/partner organizations are expected to behave in accordance with the norms and values of Asta-Ja RDC all the time.

I carefully read and understand the above child protection policy and code of conduct of this policy. Therefore, I will adopt and apply it according to its norms and values. I also understand and accept all the disciplinary measures and legal steps going to be taken in case of non-compliance.

Volunteer Policy

1. Background

Volunteer services will be an important and honored role for community development using the framework of Asta-Ja. We will make every effort to integrate and coordinate volunteer talents and needs in Asta-Ja RDC projects and activities.


2. Objectives

a. To support organizational development by sharing their views, knowledge and status.

b. To help the communities or beneficiaries of project areas technically for improving their socio-economic conditions.

c. To develop knowledge and experiences of volunteers for adjusting and involving them easily in a diversified culture, geography, and environment. Therefore, they would have developed competencies for their career.


3. Procedures

a. For selecting volunteers, an advertisement will be posted on Asta-Ja RDc notice board or published in a national newspaper. All the details will be mentioned in the Terms of References (ToR).

b. Potential volunteers will complete an application and submit to the Executive BBoard of Asta-Ja RDC with his/her signature. People who are under the age of 18 are not eligible to apply for volunteer.

c. Reference check will be completed for all the volunteers.

d. Volunteers will be interviewed by a team headed by Executive Director of the organization, and selection and placement will be based on their skills.

e. Health conditions (eg. HIV, Ebola, TB) off all the volunteers will be checked properly.

f. Orientation and training will be given to the volunteers in relation to the policy and their duties and responsibilities. They will be provided with required information, skills and tools.

g. All the volunteers will have a probation period of three months to discover whether or not they feel comfortable with the changed environment.

h. There will be paid and unpaid volunteers. Paid volunteers will be for their regular duties and responsibilities, whereas unpaid volunteers will be only for few days.

i. Paid volunteers will be insured under the public employees liabilities cover.

j. All the volunteers will have equal opportunities in the organization. They will not be discriminated based on their race, culture, country, religion, politics, financial conditions, etc.

k. Asta-Ja RDC has a duty of taking care of all volunteers to avoid them exposing to risk to their  health and safety. They will be provided medical support as decided by the board.

l. Asta-Ja RDC has grievance handling mechanism. Any grievances of the volunteers will be solved properly.

m. All the volunteers will be bound by some requirements of confidentiality as paid staff.

n. All the volunteers and staff will be given a copy of this policy document.

o. This policy will be reviewed regularly to adopt or improve it. Regular inputs from volunteers and paid staff will help in evaluating its relevance and usefulness to keep it up-to-date and underlines importance within the organization.
